This is only a general guideline. Your leg length is more important than your height. When you are sitting on the exercise ball, your legs should be at a 90 degree angle with your thighs so your hips are at the same height as your knees and your thighs are parallel to the floor. A smaller ball might work better for some exercises, so it's a good idea to have 2 exercise balls of different sizes.
It is more difficult to balance on a firmer exercise ball, so if you are deconditioned, overweight or a senior you should consider buying a larger exercise ball and inflating it so it is a little soft.
Periodically your exercise ball will need to be re-inflated to keep the desired firmness, this is normal.
